What to Include in an MEP Scope Before You Request a Quote

Most MEP pricing differences come from what each bidder assumed. A clear scope lets you compare quotes like for like and avoids variations once work starts.

Define design responsibility

State whether you are issuing for-construction drawings or asking for design-build. If the contractor is responsible for design, say which loads, duties and standards the design must meet, including the relevant parts of the Saudi Building Code and any Civil Defense requirements.

Share what exists

Include architectural and structural drawings, load schedules, equipment lists and the point of connection for power, water and drainage. Note anything still in development.

Agree the boundaries

  • Who provides builders' work such as openings, sleeves and plinths?
  • Who applies for authority connections and approvals?
  • Who supplies owner-furnished equipment, and who installs it?

Spell out the end of the job

Testing, commissioning, as-built drawings, operation and maintenance manuals, training and the defects period all carry cost. If they are not in the scope, they may not be in the price.

Manpower Supply in Saudi Arabia: Questions to Ask Before You Sign

Supplied labor can help a project scale quickly, but the price per hour rarely tells the whole story. These questions show whether a supplier is ready to support your site.

Compliance

  • Are workers' residency and work documents valid for the full assignment?
  • Are they registered for the arrangement under which they will work for you, as Saudi labor rules require?
  • Who handles wage payment, social insurance and medical cover?

Rules change, so confirm current requirements with the Ministry of Human Resources and Social Development or your legal adviser.

Competence

Ask how trades are verified. A trade test or a supervised first shift tells you more than a job title on a list.

Supervision and safety

Agree who directs daily work, who provides protective equipment and who runs site inductions. Unclear responsibility is where accidents and disputes begin.

Commercial terms

Check how attendance is recorded, how overtime is approved, how quickly absentees are replaced and what notice applies for scaling down.

Finishing Works: Why Sequence Decides the Handover

Finishes are the last thing on site and the first thing a client sees. Many late handovers can be traced to trades working out of order and damaging each other's work.

Close the services first

MEP first-fix should be installed, tested and inspected before ceilings and walls close. Reopening a finished ceiling is one of the most avoidable costs on a project.

Approve before you install

Material samples and a mock-up room settle questions of color, detail and workmanship early, when changing them is still cheap.

Work wet to dry, top to bottom

As a general order, plaster and screed go in before final flooring, and ceilings are finished before floor protection comes off. Sensitive items such as joinery follow once dust and moisture are controlled. Protect finished work with boards and film.

Plan for the climate

Heat, sand and humidity affect adhesives, sealants and paint. Follow the manufacturer's application limits, particularly for exterior work.

Snag early

Inspect room by room as areas finish, instead of leaving it all to the end. Short lists close faster.
